David Shorrock is a Chartered Member of the Institute of Occupational Safety and Health and until recently was an HM Principal Inspector with the Health and Safety Executive. He possesses an in depth knowledge of the technical and statutory requirements of health and safety law and is a trained investigator.
David joined HSE in 2001 and spent 8 years as an Inspector of Health and Safety in both the manufacturing and public sectors. For the last 5 years until forming his own company DS Risk Management Ltd, he was a Principal Inspector managing a team of regulatory inspectors, managing their investigations and acting as an approval officer for over 50 regulatory prosecutions that were brought before the courts.
The role also encompassed writing and publishing national safety alerts, strategic liaison and with the Police, Coroners, Crown Prosecution Service, Counsel and senior detectives in a number of work related manslaughter investigations and strategic liaison with other regulators including General Medical Council, Environment Agency, Care Quality Commission, Ofsted and Local Authorities in the North West.
David specialises in health and safety, advising organisations what compliance looks like and is skilled in investigating work related and other regulatory and care related incidents. His management oversight of HSE’s involvement as HSE SIO in cases such as the recent Shaw gas explosion and numerous incidents involving work related fatalities provides a rich seam of experience, advice and information for other regulators and investigators in the corporate regulatory field.
David’s interests are in providing regulators with the skills to investigate potential corporate offences, to provide advice to senior managers in organisations about how to deal with regulators and to equip them at all levels of their organisation with the skills to manage health and safety and to know what compliance looks like.
David is a University of Durham graduate and also has a post graduate diploma in Occupation Health and Safety from Heriot Watt University.
